Hips 'may dampen housing market'

The housing market is likely to be slightly dampened by the introduction of Home Information Packs (Hips) in June, an expert has claimed.

Mike Ockenden of the Association of Home Information Pack Providers (AHIPP) said that the organisation was predicting an increase in properties listed in May as sellers tried to beat the June deadline, lessening property shortages and dampening prices.

However, the market was likely to return to normal by October, he continued.

The government last week launched Hips in Cambridge as part of an early rollout designed to address any teething problems before the national launch.

Mr Ockenden said that at the moment, buyers were purchasing property "blind to any defects with the building" and that he was confident that the introduction of Hips would change this.

He added that he hoped the energy performance certificate (EPC) contained in Hips would change people's behaviour regarding the selling of their property.

"We hope they will take hold and that consumers will start to see the benefits of doing some very simple and beneficial things to their property to help improve energy efficiency," he commented.
